He explains that Saturn program management was distinguished by its high visibility, disciplined planning, and rigorous program control systems, especially through Program Element Plans, PERT scheduling, and the program control center, which forced managers and contractors to identify problems early and maintain accountability. Johnston highlights how these methods helped manage major technical challenges such as the S-II stage’s hydrogen technology and large-diameter structures by reallocating resources, using Marshall’s technical expertise, and deploying informal “Tiger Teams” to solve critical issues. He emphasizes the effectiveness of Marshall’s matrix management approach, where stage managers handled horizontal responsibilities while technical staff maintained vertical oversight across the vehicle, allowing better coordination and resource use. Johnston also discusses the importance of dedicated personnel, hands-on technical knowledge, and organizational flexibility, noting that successful Apollo management depended not only on procedures and documentation but also on experienced individuals who understood complex manufacturing skills.
